Aiko Tan

HomeAid Los Angeles

Executive Director

Aiko Tan, MBA brings a wealth of knowledge and experience to the helm of HomeAid Los Angeles. As a Founding Director and Board Officer of Illumination Foundation, Aiko helped lead the non-profit from its inception to a $9 million organization serving hundreds of homeless individuals per year in Orange County. As Director of Recuperative Care, Executive Director of Healthcare Services, and finally Director of Special Projects, her work was essential to Illumination Foundation’s renowned recuperative care services. Under her leadership, the Foundation treated more than 2,500 clients in dire need of health services, and the organization continually expanded to serve greater and greater numbers of Orange County’s most vulnerable.

In addition to her decade of experience in the non-profit sector, Aiko also worked as a Research Associate at UCLA for 15 years, developing and implementing new neurobiological research methods that have since become cornerstone techniques. Focusing on subjects such as Virology, Micro-surgery, and Molecular Biology, her work has been published in more than 20 peer-reviewed journal articles. Following her work in the lab, she then earned her MBA at UC Irvine.


Erik Pfahler (Chair)

Senior Vice President

Mr. Pfahler has extensive experience underwriting, developing, and building single-family, multi-family, mixed-use and age-restricted communities throughout California and Nevada in suburban and urban areas. With over 30 years of industry experience, Mr. Pfahler has been instrumental in over a billion dollars of new development projects including thousands of residential homes and lots. He has been a principal and/or senior executive at a number of quality regional development and venture capital companies including Bristol Land Company, IHP Capital Partners, Shapell Land Company, and New Urban West. Prior to joining Borstein Enterprises as Executive Vice President, he was a founding partner of Bristol Land Company, where he acquired and managed large-scale residential and mixed-use assets for development. In addition to the for-profit world, Mr. Pfahler is passionate about helping solve homelessness and has been active in HomeAid for many years. Mr. Pfahler is an expert in institutional-caliber real estate from acquisition through build-out and was educated in Real Property Development at the University of Southern California School of Business.



Sandra Stewart (Secretary)


Born and raised in Los Angeles, Sandra spent her career as a lawyer representing public and private homebuilders and developers in litigation, claim prevention and dispute resolution. She was a partner at Cox, Castle & Nicholson LLP for over 20 years, where she Co-Chaired the firm’s Development Risk Management Practice Group and assisted in drafting and implementing key building industry legislation. Sandra was named a Best Lawyers Top Women In The Law in 2016, and in 2017 was awarded the TED Humanitarian Award by the Building Industry Association of Los Angeles/Ventura for her work with HomeAid Los Angeles. She is an alumna of UCLA and Loyola Law School, where she worked at the Loyola Law Review.

Scott Ouellette (Treasurer)

Williams Homes

VP of Business Development

Scott Ouellette serves as Vice President of Business Development of Williams Homes, Inc.  Mr. Ouellette worked with the Williams team on and off since 2010 but officially joined the team in 2014. Mr. Ouellette assists with land acquisitions, financing, and property dispositions.

Mr. Ouellette constructed his real estate career in Southern California over the last two and a half decades. Before his work at Williams Homes, Mr. Ouellette was Vice President of Land Acquisition for KB Home, where he led the team in acquiring sufficient land and lots to maintain KB Home’s market dominance in Los Angeles County. Mr. Ouellette is a former CPA and real estate broker with extensive experience financing private homebuilding operations and orchestrating land deals. Mr. Ouellette’s prior employment and consulting experience includes project management, entitlement preservation, strategic land positioning, distressed land acquisition, and project financing.


Tim Barden

Senior Vice President

Tim Barden specializes in representing investors, developers and builders seeking residential and mixed-use opportunities in metropolitan Los Angeles County. As a specialist on “in-fill” opportunities, Tim has the knowledge to cater to developers across multiple product types, including traditional housing, institutional apartments, affordable and senior housing, and high density mixed-use projects. Since joining the Land Advisors in 2006, Tim has played an integral role in the sale of more than $1.1 billion in consideration. Before his tenure at Land Advisors, Tim worked in the Environmental Planning Department of Parsons Brinkerhoff where he was involved in writing Environmental Impact Reports for government infrastructure projects nationwide. Tim spends his spare time traveling and being outdoors with his family.

Michael Bray

Michael Bray brings 30 years’ financing experience to his work as a Private Wealth Mortgage Banker at US Bank. He specializes in high profile and high net worth clients with complex financial transactions, and his realtor and builder-based business is dedicated to the partnership between real estate industry professionals and their clients. Offering unique products like custom construction loans, major renovation, and raw land loans, Michael structures custom financing facilities for US Bank’s high net worth clients and their LLCs. He serves the Westside of Los Angeles with a particular focus on West LA, Santa Monica, Brentwood, Pacific Palisades, and Malibu.

Senior Vice President - National Builder Division

Michael Brown is a 30-year mortgage veteran and currently a Senior Vice President at Caliber Home Loans, heading up their National Builder Division. Throughout his career, Michael has held key leadership positions with several large mortgage banking institution. Additionally, Michael been a HomeAid board member for various chapters for over 15 years. In his spare time, Michael enjoys precious time with his family and likes traveling, cooking, golfing, running, and home improvement projects.

Joseph Fillippelli

Wells Fargo Home Mortgage

Market Manager

Joe Fillippelli is the Market Manager for Wells Fargo Home Mortgage Mid and Southwest Los Angeles County. Joe has been in the mortgage industry for 21 years, closing his first mortgage loan in 1997. Joe began his mortgage career at Wells Fargo Home Mortgage as a Branch Manager in Moreno Valley in 2009, transferring to Arcadia as a BM in 2011, promoted to Area Manager in 2015, and then most recently named Market Manager in 2018. Professionally, Joe is passionate about homeownership and the American dream of owning real property. When he is not working, Joe spends time with his three children: Anthony, Matthew, and Talia.

Adam Mack

District Manager & Executive Vice President

As Executive Vice President and District Manager at Milender White, Adam oversees all operations in Southern California. His 30 years of construction experience includes extensive knowledge of the multifamily, hospitality, and affordable housing sectors. Adam has a natural way of relating to all stakeholders in a project and developing a cohesive feeling of “team” while ensuring that all budgetary and quality goals are met. Adam earned his bachelor’s degree in construction management from Colorado State University. Prior to joining Milender White, Adam was Vice President and General Manager at a major heavy civil construction company.

David Macke

Regional Builder Sales Manager

David Macke is the Regional Builder Sales Manager for Wells Fargo Home Mortgage (WFHM), one of the nation’s leading originators of new construction residential mortgages.

He is a 35-year mortgage banking veteran and has been with Wells Fargo Home Mortgage for 7 years.  He has held multiple leadership positions, including Co-Founder and Vice President at William Lyon Financial, a division of William Lyon Homes.

David brings a wealth of knowledge and expertise of the lending industry to help support the homebuilding industry in Los Angeles.

Ellen Pfahler

St. Matthew's Parish School

Director of Finance

Ellen Pfahler holds a degree in accounting from University of Southern California and is a licensed CPA. She worked for several years in public accounting and for 15 years in private corporate accounting for companies including Baskin-Robbins and KB Homes. She is currently the Director of Finance for St. Matthew's Parish School, a private school for students from preschool to 8th grade. Mrs. Pfahler enjoys the many areas of school life she is connected with and works closely with both the Finance and Facilities Committees to maintain the school's strong financial health. She and her husband, Erik, have two children and enjoy hiking, sailing, and traveling.  

Tim Piasky (BIA Rep)

BIA of LA Ventura


Tim Piasky is the CEO of the BIA-LA/Ventura Chapter, a position he has held since October 2013. His experience covers a broad array of companies in the development industry, including non-profit housing providers, private residential developers, trade associations, and County government.

He previously served as a deputy director for Restore Neighborhoods Los Angeles, Inc., an organization that engages in community development activities to improve the physical, economic, and social environments within greater Los Angeles. He successfully managed the corporation’s real estate and construction activities, as well as the planning, direction, and management of the housing developments, rehabilitation, asset management, and resale efforts. He also served as chief operating officer for Victory Homes, Inc., Director of Environmental Affairs for BIASC, and as a Civil Engineer for LA County Department of Public Works.

Tim is a certified real estate broker in California and is a professional civil engineer (P.E.). He earned a Bachelor of Science degree in civil engineering from Oregon State University and a Master of Science degree in civil and environmental engineering from Loyola Marymount University in Los Angeles.

Greg Ray

Pardee Homes

Vice President, LA/Ventura

Greg Ray is Vice President, Project Management for Pardee Homes LA/Ventura and has been in the home building industry since 1989.  After graduating from Cal Poly San Luis Obispo, he began his career in landscape architecture and construction.  His work experience includes luxury estate design build, native restoration, and masterplan community development projects.  Greg was VP Landscape Architecture for 13 years– which included corporate oversight of all divisions within Pardee Homes related to landscape architecture from 1999 through 2011.  Since that time, he has extended his design skills into architectural home design and community project management.  His division since 2016 has successfully created award-winning communities of over 1,800 homes at Aliento and Skyline in the Santa Clarita Valley. One of Greg’s greatest inspirations is creating places that celebrate the natural character of the community with high design, amenities, and finishes. Greg and his wife Kelly have great pride in raising their four children: Meghan, Annie, Michael and Kaitlyn.

Robin Robinson

Fuscoe Engineering

Principal/Director of Marketing

As Principal and Director of Marketing at Fuscoe Engineering, Robin oversees the marketing, public relations, and sales activities of all six Fuscoe offices in Irvine, San Diego, Los Angeles, Ontario, El Centro, and San Ramon. She is responsible for the strategic implementation and budgeting of an intensive marketing plan that includes business development, client maintenance, public relations, and advertising, utilizing both in-house and out-sourced staffing. Recently, Robin oversaw Fuscoe’s exciting comprehensive branding campaign that completely transformed Fuscoe’s corporate image, bringing the company national and local recognition and accolades.

Robin has over thirty years of experience in the architectural, civil engineering, and planning fields. She actively participates in BIA/SC and the Bay Area, Urban Land Institute, Society for Marketing Professional Services, Los Angeles Headquarters Association, and Central City Association of Los Angeles. She also maintains a personal involvement in many activities and organizations that benefit the community, such as Fuscoe’s 25 Acts of Giving, HomeAid America and HomeAid Los Angeles, National Charity League, Meals on Wheels, Families Forward, Mariners Church, Susan G. Komen Race for the Cure, and Irvine Unified School District.


Ken Soudani

TCA Architects

Studio Director & Associate Principal

Mr. Soudani is a Studio Director/Associate Principal with TCA Architects in Los Angeles; he joined the firm in October 2014. As a licensed architect in the State of California and a LEED Accredited Professional, he brings extensive commercial, residential, sustainable design, and construction expertise with 37 years of experience in the practice of architecture. Prior to joining TCA, Ken worked at VTBS Architects and operated his own award-winning architectural firm specializing in merchant, commercial, and custom residential design, land planning, structural engineering and construction. His architectural and development specialties include multi-family, mixed-use, retail, office, restaurant, commercial, affordable housing, continuing care facilities, and residential projects. Having worn hats in both product development and delivery, Ken brings a broad range of design, technical, problem-solving, and managerial skills to his work at the firm and at HomeAid Los Angeles.

Sara Soudani

Fidelity National Title Group Builder Services

Senior Vice President, National Sales

Sara Soudani is Senior Vice President, National Sales for Commonwealth Land Title Insurance Company and Fidelity National Title Builder Services.  She is responsible for coordinating the best people, pricing, underwriting, brand, product, and insurance services on any given transaction or portfolio of transactions.  She has worked in the title insurance industry for over twenty-five years, insured over $32 billion in transaction liabilities, and her roles have included Sales Manager, National Commercial Sales, and National Developer Services. In addition to her role on the HomeAid Los Angeles Board of Directors, she also serves on the boards of LA/Ventura Building Industry Association and Central City Association.  She is also a Court Appointed Special Advocate for foster youth.

Laura Le

AMPAM Parts Mechanical

Project Manager

Laura brings a wide array of experience in the construction industry, including extensive work with developers and general contractors in mixed-use, luxury residential, commercial, and luxury retail developments. As a Project Manager at AMPAM Parks Mechanical, California's leading design-build multifamily residential plumbing subcontractor, Laura manages each phase of the construction process from design to completion and close-out. Last year, she and etco HOMES completed construction of a 62-bed Pico-Union recuperative care facility in conjunction with HomeAid Los Angeles and National Health Foundation. She currently serves on the HomeAid Los Angeles Board of Directors as Secretary.

Joavan Tseng

Financial Consultant

Joavan Tseng, former Executive Vice President and Chief Financial Officer of Williams Homes, has a 25-year history in the home building industry. He worked for Beazer as their CFO and Division President and closed as many as 750 homes per year over a twelve-year period with their firm. He then went on to work for Williams Homes as their CFO for five years and now works as a financial consultant. Joavan attended Loyola Marymount University, where he received his BS in Accounting, and he obtained his California CPA license in 1983.

Michelle Weedon

Senior Vice President - Advisory

As Senior Vice President, Advisory for Meyers Research LLC, Ms. Weedon manages consulting assignments throughout the Real Estate Consulting Practice and oversees the day-to-day operations of the Orange County office. Ms. Weedon has over 20 years of experience in the homebuilding industry and has consulted on all types of residential development throughout the Western United States.  Ms. Weedon specializes in ongoing advisory services and manages all consulting assignments for several top ten public homebuilders through her direct involvement with land acquisition strategies, product development, segmentation, and positioning. Ms. Weedon began her consulting career in 1994 as a Research Analyst with Hanley Wood Market Intelligence (formerly The Meyers Group). She was promoted several times to land in her position as Managing Director between 1998 and 2006. In October 2006, Ms. Weedon reunited with Jeff Meyers, the founder and previous CEO of Meyers Group, to form Meyers LLC – a new consulting firm that brings together the most talented and accomplished professionals with extensive experience in the homebuilding industry.

Kevin Mitchell

Administrative & Grants Associate

Kevin has been with HomeAid Los Angeles since April 2018. Born and raised in Los Angeles, he graduated Magna Cum Laude from Muhlenberg College in Pennsylvania before returning to his hometown. As the Administrative & Grants Associate, he is responsible for writing and organizing all grant applications and reports as well as assisting with all day-to-day tasks at the office. Previously, Kevin worked as an intern and administrative assistant at The Acting Company, a nationally-touring off-Broadway classical theatre company founded by John Houseman. He is also a working actor under the name Kevin Thomas Mitchell and has appeared on primetime shows including The Middle, Fresh Off the Boat, and Shameless.
